Most players think of the minion wave as scenery. It isn't. The wave is the single most powerful tool you have in lane, and once you understand it, half the game's "random" deaths and lost CS stop being random. Good league of legends wave management comes down to one deceptively simple question that you should be asking every few seconds: do I want this wave near my tower, near theirs, or crashing? Freezing, slow pushing, and fast pushing are just the three answers to that question.
Minions attack whatever is nearest. When two waves meet, the side with more minions kills the other side faster and the wave pushes that way. That is the entire system. Everything called freezing, slow pushing or bouncing is just you deciding how many minions each side has. If you kill every enemy minion instantly, you have fewer of theirs left and your wave marches forward. If you kill only what would die anyway, theirs build up and the wave comes to you.
VerdictBeginners default to fast pushing everything because killing minions feels productive. In reality, freezing wins more lanes — a frozen wave forces your opponent to overextend to farm, and every time they do, your jungler has a free kill.
You cannot freeze a wave that is pushing away from you. Stop using abilities on minions and let the enemy wave build a small advantage until it starts walking toward your side.
The ideal spot is far enough from your tower that the tower never shoots the minions. If the tower starts hitting them, the wave will clear itself and your freeze breaks.
Only kill a minion at the exact moment it would die. Every extra point of damage you deal pushes the wave away from you. This is the part that takes practice.
If your freeze starts sliding toward the enemy, walk in front of your own minions and let the enemy wave hit you for a few seconds. Taking that damage resets the balance and holds the freeze.
The most common source of lost CS is not bad last-hitting — it is recalling at the wrong time. If you walk back while the wave is sitting in the middle of the lane, that entire wave dies without you. Instead, shove the wave hard into their tower first. The tower kills your minions, the wave resets and bounces back toward you, and you return to lane at almost exactly the moment the next wave arrives.

The opening waves set where the lane sits for the next several minutes. If you want an early freeze, do not throw abilities into the first wave.
Either hold the wave near your tower and punish them for walking up, or shove and use the free time to help your jungler. Doing neither — sitting in the middle — is the worst option.
Roughly a minute before a dragon or Rift Herald, build a slow push. When it crashes, the enemy has to choose between the objective and their tower.
Once towers start falling, waves are how you threaten the map without standing there. A big wave heading toward a tower forces someone to answer it.

Wave management is deliberately controlling where the minion wave sits by choosing how many minions you kill and when. Because minions push toward whichever side has fewer of them, you can hold a wave near your tower, build it up into a large push, or crash it into the enemy tower simply by adjusting how much damage you deal to it.
Let the enemy wave build a small advantage of about three minions, stop it just outside your tower's range, and then only last-hit — never damage minions beyond the killing blow. If the wave starts drifting toward the enemy, stand in front of your own minions and absorb enemy minion damage for a few seconds to pull it back.
Freeze when you are stronger and want to force your opponent to walk into danger to farm, and also when you are weaker and need to farm safely near your tower. Push instead when you want to recall, when you need to rotate to an objective, or when you are helping your jungler somewhere else on the map.
Almost certainly because you are recalling while the wave sits in the middle of the lane, where it dies without you. Shove the wave into the enemy tower first — their tower clears it, the wave bounces back toward you, and you arrive in lane roughly as the next wave does, losing very little farm.
It is arguably more important there, because fewer opponents punish it. A player who freezes correctly in a low-rank game will often see the enemy laner repeatedly walk too far forward to farm, which turns into free kills for the jungler and a lane advantage that compounds for the rest of the game.
