Mining Fatigue is a status effect in Minecraft (Harmful). Drastically slows mining (to 30%, 9%, 2.7%… per level) and attack speed. Elder guardians apply it near ocean monuments. Elder guardians give Mining Fatigue III to players within 50 blocks about once a minute, so you can't simply dig into an ocean monument. (Java 26.3)
