Do costumes give stats in AION 2?

Not while you wear them, but every piece adds collection points to its slot, and those points give permanent stats: Helm: Helm Defense increase +0.1% per point (Helm Defense increase +50% at the cap) and Pauldrons: Pauldrons Defense increase +0.1% per point (Pauldrons Defense increase +50% at the cap) (and the same rate for 5 more slots). Each slot caps at 500 points.

Can I mark Guardian of Honor as collected?
