Birdwatcher unlocks when you finally meet the Shrike in person. Her voice reaches you from Chapter V Crime onwards, but the face-to-face rendezvous only comes at the start of Chapter VIII Blasphemy in City of Orphans, after the trail leads from the burning lighthouse in The Outskirts down through the sewers.
It is a story achievement, so playing the main path gets it. One step in Chapter VII Witch Hunt asks you to win over the Mice before they tell you where the Shrike is. Talking to the Mice and picking the friendly answers also raises a hidden Mice friendship score: 22 points are available across The Outskirts and City of Orphans and 10 are needed. Reaching it pays off later with 3 Special Cartridges in Napoleon's Prison and a Giant Whisker Gift worth 30,000 Catalysts in Entropy.
