SpoilerShow The Shrike's story
The Shrike leads the rebellion: loved by common folk who spy for her, feared by French soldiers for her ruthlessness. Her orders to poison the French camp's water in the Vale of Wrath end with the plague crate destroyed in the bay — and her voice begins speaking in William's head.
She calls William worthy, vanishes from the burning lighthouse, and finally meets him in the City of Orphans, where she gives him a key to the University laboratories. The Mice who serve her sing her anthem. After William's capture she frees him from Napoleon's prison: she is Maria Walewska, Napoleon's confidante, and also the Emperor's Emissary — and William concludes that where Bonaparte hungers for power, she burns for freedom.
