Hand in the Jar unlocks when you complete The Deserter in the Vale of Wrath. A Wanted Notice near Under the Bridge puts a bounty on Private Henri Dufour of the Eternal Guard, who fled his post and stole something valuable; the Deserter's Diary and his friend's diary are near Wolfsbane Field.
The trail leads to the beehives. The Beekeeper's Note near Wolfsbane Field explains that the dangerous hives are marked, and an Eternal Guardsman near Wolfsbane Field carries the Beekeeper's Hut Key: the hut became the deserter's hideout. Dufour's loot turns out to be a broken Anubis figurine. Find its three missing pieces in the apiaries (the last one is in the very last apiary) to finish the quest.
