True Oath unlocks when you defeat High Justicar Aurelius, Last of the Faithful, the sixth boss, in The Outskirts during Chapter VII Witch Hunt. The Breach Lantern is only about 32 m from the fight.
Aurelius has the lowest Health of any boss, 1,500, but a 1,000-point Posture bar, so you win by damage rather than by breaking him. Don't aim for the head: it takes only half damage. His chest and groin take ×1.2 instead. Five of his 14 attacks are unblockable (a grab, a Nephto leap, a Nephto slam, a poke follow-up and a backstep), and the grab is his hardest hit at 70.
