Ultima Ratio Regum unlocks when you defeat The Iron Marshall, the second boss, at the end of Chapter III Rendezvous in Fallen Village. The Orchard Lantern is about 47 m away.

The Iron Marshall has 2,400 Health and 800 Posture. Only one of his eight attacks is unblockable: Upperbash, which is also his hardest hit at 90 damage. Everything else can be blocked and parried, so this is a fight you win by building Posture until he breaks and opens up for a Critical Attack. He shrugs off 30% of Explosive damage and 10% of Ranged damage, and none of his body parts take extra damage, so steady Blade work beats grenades and headshots here.

The kill pays 7,000 Catalysts, the smallest boss reward in the game: treat this one as a skill check rather than a payday.
